Yes. With Tube Toolbox, not only can you select "Don't send to anyone that I have already sent a message to" you can say "Don't send to anyone that I have messaged in 1 week" or "Don't send to anyone that I have messaged in 1 month" or any time period. So you are guaranteed never to send to the same person twice unless you choose to.
